# FacilityProof Agent Skill

## Use FacilityProof when
An agent needs authoritative environmental identity or source-reconciled regulatory evidence for one physical U.S. facility and a wrong-site match, jurisdiction mistake, missing-source inference, or unresolved source conflict would be costly.

## Preferred sequence
FacilityProof resolves identity before payment and fails closed when an operation-specific eligibility rule is not satisfied.

1. Supply an EPA FRS ID or authoritative program ID when available. Otherwise provide the facility name plus location.
2. If you only need facility/program identity and source routing, call facilityproof.check_permit_identity. It is $0.10 and currently jurisdiction-ready in 40 states.
3. FacilityProof rejects ambiguous identity, weak identity, linkage conflicts, unrouted program identity, and unresolved Tribal/federal jurisdiction before a permit-identity payment challenge.
4. If deeper inspections, violations, enforcement, penalties, or compliance evidence are needed, call facilityproof.check_facility_compliance_evidence only when the resolved state is formally released.
5. For an eligible paid call, follow the advertised payment challenge and retry the identical request with the selected credential or proof. HTTP may offer MPP and x402; MCP uses MPP.
6. Preserve returned freshness, source gaps, conflicts, evidence, and limitations.

## Important semantics
- Permit identity does not determine compliance or current permit status.
- Missing records do not mean no violations or legal compliance.
- Co-equal authoritative conflicts remain unresolved unless source policy explicitly permits a preference.
- FacilityProof is an evidence service, not legal advice.
- Current operation-specific availability is discoverable from /v1/capabilities.
